Winnie joined Hong Kong’s Architectural Services Department (ArchSD) as an architect in 1992. She later joined the Development Bureau in 2010 and became Deputy Head of Energizing Kowloon East Office in 2012. She returned to ArchSD in 2016 and started the Innovative Construction Focus Group in 2018. In 2020, she became the Director of ArchSD, overseeing the improvement on public works with new technology applications and innovative building solutions.
